While growing up, Mick Rory was afraid of the cold and obsessed with fire which caused him to burn down his own house and which caused his parents to die. After several other tragic childhood experiences, Rory created a costume and designed a flame gun, becoming Heatwave, and joined the Flash's Rogues Gallery.

Heatwave has since joined Gorilla Grodd's new Legion of Doom. One of his earliest missions included thawing out an old Viking ship that belonged to Prince John, while Devil Ray, Giganta, and Killer Frost battled the Justice League. Heatwave did manage to extract the ship, but the League intervened and the villains could not escape with the ship.

During the Legion civil war, Heatwave sided with Luthor and against Grodd. After Darkseid was resurrected, Heatwave, along with the rest of Luthor's Legion fought alongside the Justice League against Darkseid and the Parademons. After Darkseid was defeated, Batman gave all the villains a five minute head start before the League would go after them, as consideration for helping to save the world.
