Devil Ray is a member of Grodd's new Legion of Doom. Upon joining, his armor was augmented by Lex Luthor. Devil Ray also possesses stingers and enhanced strength. His first new mission was to recover the corpse of Prince John, an ancient Viking prince. The Justice League soon arrived and Devil Ray, along with Giganta and Killer Frost, fought them while Heatwave thawed out the Viking ship. Devil Ray fought Wonder Woman and severely injured her with his poison stingers. However, Wonder Woman was able to beat Devil Ray in an undersea battle when she broke open his helmet at a great depth. Devil Ray was later arrested by Agent Faraday.

Upon escaping from prison, Devil Ray returned to the Hall of Doom. His next mission was to steal a magic orb from a Tibetan temple. along with Luthor, Tala, Rampage, Atomic Skull, and Bizarro. They succeeded and Devil Ray even killed the Old Master at the temple. Deadman became furious and sought revenge on Devil Ray. When the Legion of Doom attacked Gorilla City, Batman, Superman, Wonder Woman, and Deadman fought the Legion army. During the battle, Deadman possessed Wonder Woman and beat Devil Ray to a bloody pulp but let him live. Later after the battle was over, Devil Ray stumbled into the room where the heroes were talking with Solovar and attempted to kill Wonder Woman. However, Deadman possessed Batman and shot Devil Ray causing him to fall into an electrical conduit and die.
