Created by Professor T.O. Morrow, Red Tornado is an android that possesses the ability to create tornadoes using his wind powers. He went against his original programming to gain access to the Justice League for Morrow. He later became a member of the expanded Justice League.

Red Tornado has helped the League on several occasions. When Circe turned Wonder Woman into a pig, Batman called in Red Tornado to aid in the search. He also helped the League during the Dark Heart situation and during the Ultimen's siege on the Watchtower.

When the android Amazo returned to Earth to find Lex Luthor, Red Tornado was part of the second line of defense located in the upper atmosphere. His tornadoes had no affect on the android. He was not able to keep Amazo back and was destroyed by Amazo.

Red Tornado was rebuilt and helped Green Lantern and Dr. Fate search for and battle the Luthor inhabited Flash that was running around the Watchtower. He also aided the team during their final battle against Darkseid and his Parademons.
